A Perfect Government

I think if I ever ruled a country I would make it have only one ruler that would be very experienced in the art of warfare so that he can protect his kingdom and to make military expeditions to expand his borders. He would make very strict and cruel laws so that his people would be afraid of him and would never revolt against him. Also whenever he created a law it would have to go threw a process of voting for whether the law passes or not. This i think would be the ultimate government for me.
